Democrat Joan M. Quigley, of Jersey City, was first elected to the New Jersey General Assembly on November 2, 1993. She was first sworn-in as Assembly Majority Conference Leader on January 10, 2006.

Born December 6, 1934, Mrs. Quigley received her Associate of Arts in public policy from Hudson County Community College; her Bachelor of Arts in sociology and urban studies from St. Peter's College; and her Master of Public Administration from Rutgers University. Mrs. Quigley is a hospital administrator at Hoboken University Medical Center.

Mrs. Quigley and her husband, John, Jr., have three children: John III, Suzanne and Robert; and five grandchildren: John, Brian, Daniel, Katherine and Alexander.

Mrs. Quigley represents the 32nd Legislative District, which includes the Bergen County municipality of Fairview; and the Hudson County municipalities of East Newark, Harrison, Kearny, North Bergen, Secaucus and a portion of Jersey City.
